If you are at risk of foreclosure or are having difficulty paying your home mortgage, utilities, home insurance or property taxes due to the COVID pandemic, here is information to help guide you through this challenging time. We encourage you to explore your options and to work with organizations and people who you can trust.

The federally funded Homeowner Assistance Fund (HAF) program will launch in Fall 2021. It is part of the American Rescue Plan and will provide assistance to eligible homeowners who have been financially impacted by the COVID-19 pandemic.

The NH Governor’s Office for Emergency Relief and Recovery is working with New Hampshire Housing to launch the HAF Program as soon as possible.

We anticipate the HAF Program eligibility will include:
  • Your principal residence is the home you own in New Hampshire and where you reside at least 6 months out of the year
  • You have experienced a COVID-related financial hardship after January 21, 2020 (for example, loss of income or an increase in expenses due to COVID)
  • You are at risk of mortgage delinquency or default, displacement from your home, or loss of utilities or home energy services
  • You meet the HAF Program income limits, which will vary depending on location and household size
We anticipate eligible HAF Program expenses will include:
  • Mortgage payment assistance and mortgage reinstatement
  • Homeowner’s association fees or liens, condominium association fees and manufactured home park rent
  • Homeowner’s insurance, flood insurance, mortgage insurance
  • Property taxes
  • Utilities, including electric, gas, home energy, water, wastewater
  • Internet services
